They got their 30 day notice
On the February 18 edition of CNN's Anderson Cooper 360, McCain explained that he was previously opposed to the idea of releasing the five Guantanamo prisoners in peace talks, but that he was now "inclined to support" a proposal that would release the men in exchange for Bergdahl.
Last time I checked, February 18 was more than 30 days ago. Congress got their notice. More notice than they deserve. Take my congressman, Mike Rogers, for example; he's the House' lead on intelligence and I wouldn't tell that asshole anything in advance if I didn't want it leaked to Fox News or some other hate site.

And John McCain?  Hell, at the Hanoi Hilton they called him 'Songbird', for Christ's sake.  He couldn't shut up then either.
