Republicans completely controlled both houses of Congress from 1995 to 2007. George W. Bush took office in January 2001.
Isn't it amazing how two extremely liberal Democrats completely pulled the wool over the eyes of all those conservative (sic) Republicans and tricked them into going along with Freddie Mac and Fannie Mae? After all, you know how easy it is for Democrats to get things passed in Congress even when they're in the minority.
And... we all remember Gump wasn't for it.
