Ask Madison

During a House Foreign Affairs hearing yesterday on future U.S. commitments to Iraq, Rep. Gary Ackerman (D-NY) pressed State Department Coordinator of Iraq Adm. David Satterfield to say whether it was “a constitutional requirement” for the administration to “consult with Congress…in the commitment of U.S. forces in a battle zone.”
What's the debate? I've had the answer to that dilemma on this site for quite awhile;

And, if you just so happen to be one of those phony-conservative wingnut Reagan revisionist suck-ups who sent away for your 'pocket-Constitution' from the Heritage Foundation, you could always go to Article 1, Section 8 of it to get the answer to Satterfield's concern.
