When did Congress and their staff lose their health care?

This argument about Congress and their staff members getting subsidies to pay for their Obamacare has had me a little confused. When did Congress lose their paid health care benefits? The Affordable Care Act wasn't created to give health care to people who already have it. It's for those who didn't have it. If I was a Congressman or one of its staff members, I'd be pissed too!

You can support the homeless without having to give up your home. Just because you feel everyone deserves at least a bare-bones health care plan, doesn't mean you have to give up the one you've worked for and earned.

ADDENDUM: Well, I guess I should have looked it up on the internets. Geez Chuckie, what the fuck were you thinking?
"The dispute goes back to 2009, when Sen. Chuck Grassley (R., Iowa) slipped an amendment into Obamacare that requires members and staffers to get their coverage on the new exchanges, instead of from the Federal Employee Health Benefits Program, or FEHBP."
