It wasn't an accident. We have already said that the Korans were, "taken from the shelves of a detention center library because they contained extremist messages or inscriptions". Sounds like a good enough reason to me but maybe the dumb Afghans will fall for the 'it was an unfortunate accident' line. That's foreign policy for idiots.
