You can't do that

'Deem' this, dumbasses

"Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States;

... "But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively."
Yeah, so what if the Republicans did it hundreds of times... you know that story - Democrats are fucking wimps and if they didn't like it they should have read Article 1, Section 7 of the Constitution because it's very clear that 'both Houses' have to vote on any Bill for it to become law.

The House of Representatives will have to vote or it will be unconstitutional. After many years of Republicans thrashing the Constitution, Democrats will surely be held to it.
