Bush didn't change anything until he realized he could lose his 'rubberstamp' Congress. Deaths and body bags or NIE's didn't make him even so much as blink when it came to his 'Stay the Course' strategy, but boy, the thought of losing that majority in Congress sure can make him change! But, it's only the rhetoric he's changing...........
